Background
Challenges
Upon taking over, VIRPIO SECURITY conducted a comprehensive risk assessment, identifying the site as part of an old mill building with surrounding empty yards and fenced areas. The environment posed significant risks, with heavy machinery and hazardous materials in a relatively confined space, compounded by frequent public activity during the day. Four key areas of concern were identified:
- Unrestricted public access
- Proximity to the primary school
- Heavy traffic and pedestrian flow
- Evening activity, including pubs and dining establishments around the site
Approach
It was clear that this was not a typical construction site, situated in a remote area with ample space. Instead, it required a tailored security solution to mitigate health and safety risks in a high-risk, urban environment.
Rather than deploying a standard 24/7 guard rotation with two twelve-hour shifts, we recommended and implemented a more strategic approach involving three distinct security segments with staggered shifts to address the specific challenges of each time period.
Shift 1: 0600–1600
During this shift we deployed an SIA licensed guard with additional qualifications such as Banksman and Fire Marshal. This was to manage the high public interaction during school and business hours. The focus was on maintaining safety protocols, controlling access, and ensuring effective communication with the public.
Shift 2: 1600–2200
For this shift, we advised and deployed the use of a guard accompanied by a trained security dog due to the potential risks associated with the evening environment, where alcohol consumption could lead to aggressive behaviour and possible vandalism. The presence of the dog not only provided a deterrent but also allowed the guard to de-escalate situations more effectively when communication is challenging and restrain individuals safely without excessive force.
Shift 3: 2200–0600
As public activity significantly decreased during this time, a standard static SIA guard was sufficient to oversee the site. With businesses closed and pedestrian traffic reduced, the risk of disturbance or unauthorised access was minimal, allowing for a more cost-effective solution while maintaining site security.
Success
The implementation of this hybrid shift structure, combined with effective management, significantly improved site security over the nearly two-year service period. Despite several potential challenges, our on-site team, supported by proactive management, consistently delivered exceptional service to the client.
Over the nearly two years of service contract, there were no incidents of unauthorized access, and traffic control measures effectively ensured pedestrian safety. Furthermore, not a single case of alcohol-related aggression or vandalism was reported. This effective management approach successfully created a safe and secure environment for both the construction project and the surrounding community.
